An Australian Apprenticeship is an arrangement where an individual is employed in a traditional paid working arrangement with an employer. Whilst engaged in this employment arrangement, the individual also receives formal training in the relevant field, as agreed with their employer through a Training Contract. A Training Contract details the legal obligations binding the employer and the Australian Apprentice over the course of the Australian Apprenticeship.
Australian Apprenticeships are available to anyone of working age regardless of their level of education, and can be completed full-time, part-time, or whilst still at school. Between 1 December 2009 and 28 February 2010, the Australian Government will provide a $3,350 Apprentice Kickstart Bonus to employers who take on a young person aged 19 years and under into a traditional trade Australian Apprenticeship. The introduction of the Apprentice Kickstart Bonus represents a tripling of Government support for employers of eligible Australian Apprentices in their first year of an Australian Apprenticeship.

The Australian Apprenticeships Access Program (the Access Program) provides vulnerable job seekers who experience barriers to skilled employment, with pre-vocational training, support and assistance to obtain and maintain an Australian Apprenticeship, or to enter other employment or further education or training. The Access Program is delivered by Brokers and Providers who work closely with local employers to deliver training that meets industry needs. The Program is provided at no cost to participants. Job seekers can be referred to the Access Program by Centrelink or by their Job Services Australia provider. From 1 March 2010, Disability Employment Services will be delivered by a network of organisations around Australia. Disability Employment Services providers will work with you to develop an individual program that focuses on your strengths and abilities; and the barriers you face in getting a job. The Language, Literacy and Numeracy Program (LLNP) provides language, literacy and numeracy training for eligible job seekers aged 15 to 64 years. It assists people whose skills are below the level considered necessary to secure sustainable employment or pursue further education and training. The program is available nationally either through face to face training, or distance education. All eligible job seekers are entitled to up to 800 hours of free training. Eligible job seekers are referred to a Language, Literacy and Numeracy Program provider by Referring Agencies, currently Centrelink and Job Services Australia. The Productive Ageing Package aims to harness the skills and experiences of older Australians through provisions of training and support for mature age workers and job seekers. It will support those mature age workers who wish to remain in the workforce and support skills transfer to younger workers. Under the Skilling Australia for the Future initiative, the Australian Government has funded the Productivity Places Program (PPP) which will deliver training places to job seekers and existing workers over 5 years. These training places are being delivered in an industry-driven system, ensuring that training is more responsive to the needs of businesses and participants.
While the Australian Government had primary responsibility for delivering PPP training places from April 2008 to June 2009. State and territory governments have progressively assumed delivery of mainstream job seeker and existing worker PPP training places through 2009. This is in accordance with the Council of Australian Governments' negotiated National Partnership Agreement for PPP, which was signed by seven state and territory governments (Victoria negotiated a separate agreement). VET FEE-HELP is an income contingent loan scheme for the vocational education and training (VET) sector. It is an extension of FEE-HELP, part of the Higher Education Loan Program (HELP) and assists eligible students undertaking certain VET courses of study (diploma, advanced diploma, graduate certificate and graduate diploma courses) with an approved VET provider, to pay for all or part of their tuition fees.
